I have run across this many times on both sides... in engineering meetings and as a supplier. Several times in meetings while doing consulting engineering I have witnessed one engineer say he is sending his prototype work to shop X and another engineer says no don't, it will slow down my stuff over there right now.
And on the flip side, I had an e-mail the other day that said, "since you are now doing fixture X, we are sending project Y, which we talked about last week, to another shop so it won't slow you down".
It probably happens more than we know about.
