New to CNC

Hello,

Thanks for taking the time to read my post!

I am writing because I am new to CNC and I have a few questions that I'm sure more experienced machinists can help me with.

I have been researching for the past few months for a CNC mill on this and various other sites and I have decided to buy a tormcach PCNC 1100. I have been watching youtube videos and trying to read everything I can about it. I have had a 3D printer and I currently have a CNC laser cutter, but I have very little milling experience. I work as a mechanical engineer in the defense industry and I work directly with machinists almost daily, but I want to learn more about it as well as build some prototypes and do some small production runs.

The questions I have are:

Is the tormach the right machine for my purposes, keeping in mind I want high quality parts?

I live in an apartment in Los Angeles (santa monica area), any ideas for where to put it?
I considered renting a small private garage from someone, as well as renting a small area inside a shop near where I live. I don't want to spend more that $300/mo to store it, also wondering if noise will be an issue if I rent the garage (air compressor etc)

I would eventually like to have a small shop of my own with other equipment, but this is all I can afford for now.

I consider advice from wiser/experience individuals very valuable, so thanks!
