Picture needs to rotate 90 to right

We have a dawewoo MX2000ST twin spindle upper b head, lower 12 station turret. As you can see the upper B axis is not parallel to the lower turret. Is there a way to set a parameter so say after milling on center with the lower turret on say C zero the mill with the upper turret on the same C zero? The two are roughly 12 degrees different. I would think the machine compensates for this some how?

We are machining a part with the lower turret and it is on C zero, verified. When we tried to mill another slot with the upper turret it was not on C zero which now I can understand why, tools are not parallel. We have to rotate C in order to mill it correctly and adjust upper g54 C to compensate.
