Suggestions for 1/16 dia drill in hardened material

I got a delicate one here. Trying to fix some parts I screwed up. In doing it, I need to drill 1/16 diameter holes into some parts that are hardened to 51 - 55 RC. The hole is to accept a roll pin, so diameter accuracy isn't super critical.
The part that makes it tougher is the fact that I've got to reach inside a .75 deep counter bore, and drill these holes into the counter bore bottom face. Once I reach it, the actual hole depth is only .25 deep.

Material is 1045 that's been heat treated to 51-55 RC. I don't have much room for a thicker shanked drill so it has to be able to reach 1.00 deep with a 1/16 diameter shank.

I tried what's called a die drill, and made it through one hole, but it broke on the second hole. I had a speed of 100 SFM, and a feed of .001 per rev.

Any suggestions?
